You look at your phone. A red banner says Flash Flood Warning. Two hours ago it said Flash Flood Watch. A neighboring county has an Emergency. Your local news is talking about a Level 3 of 4 High Risk and a PDS designation.
What do you actually do? Not tomorrow โ right now, in the next 30 minutes?
The National Weather Service uses a tiered alert system for flash flooding that goes from a routine heads-up all the way to a rare, life-threatening declaration issued only a handful of times per year. Confusing the tiers costs lives. This is the field guide.
The four tiers, in plain English
Every NWS flash flood alert falls into one of four escalating categories:
- Flash Flood Watch โ conditions favor flash flooding within 6 to 24 hours. Rain hasn't started yet, or has just started. This is your prep window.
- Flash Flood Warning โ flooding is imminent or already occurring. Move to higher ground and stop non-essential activity now.
- Flash Flood Emergency โ a rare escalation of a Warning. Life-threatening flooding is confirmed observed, with severe damage occurring or expected. Shelter in place immediately at the highest floor available.
- Particularly Dangerous Situation (PDS) Flash Flood Emergency โ the highest severity the NWS issues. Reserved for the most extreme, life-threatening events, typically with catastrophic damage already documented. When you see PDS in the alert text, treat it like a tornado emergency.
Alongside these, the Weather Prediction Center issues a separate Excessive Rainfall Outlook scored 1 to 4:
- Level 1 Marginal Risk โ isolated flash flooding possible
- Level 2 Slight Risk โ scattered flash flooding possible
- Level 3 Moderate Risk โ numerous instances of flash flooding expected
- Level 4 High Risk โ widespread, severe flash flooding expected. Level 4 is issued on fewer than 4% of days per year but is responsible for roughly 40% of all flood damage and 80% of flood-related deaths in the United States.
These two systems work together. The WPC outlook is issued days in advance and tells you what to expect. The NWS watch/warning/emergency alerts are triggered as conditions develop and unfold, and are the ones you should act on.
Tier 1: Flash Flood Watch โ your prep window
A Flash Flood Watch means the atmospheric setup โ heavy rainfall potential, saturated ground, tropical moisture, terrain, whatever combination โ favors flash flooding at some point in the next 6 to 24 hours. It does not mean flooding is guaranteed. It means the ingredients are in place.
What you should do during a Watch:
- Check the Flood Watch tool for any additional watches, warnings, or river gauge advisories in your immediate area

- Move vehicles to higher ground if you live near any creek, wash, arroyo, or drainage canal
- Charge phones, laptops, and battery banks
- Check your room-by-room staging plan and confirm every barrier is where it should be
- Fill a couple of clean water containers โ flooding can compromise municipal water supplies
Tier 2: Flash Flood Warning โ flooding is imminent or happening
A Warning is a hard escalation. It means either:
- Radar has identified rainfall rates that will produce flooding within minutes, or
- Flooding is already observed and expected to continue or expand
Warnings are issued on much shorter timescales than Watches โ typically lead time is 30 to 60 minutes, sometimes less. You do not have time to leisurely gather gear. You have time to execute the plan you already made during the Watch.
What you should do during a Warning:
- Deploy your flood barriers immediately. If you pre-staged StormBags during the Watch, this is a 5-minute job โ soak them with fresh water and set them where they need to be. If you're starting from zero, prioritize the lowest ground-level entry first.
- Move to the highest floor of your home. If you're in a single-story home or basement, identify a neighbor's or nearby building's second floor and know the route
- Stop driving. Turn around, do not drown. Six inches of moving water can knock down an adult. Two feet will carry away most vehicles. More than half of all flash flood deaths occur inside vehicles.
- Do not walk through flooded roadways. Manholes, storm drains, and downed power lines are invisible under moving water
- Move outdoor pets, tools, and vehicles to higher ground if you can do so safely in under 5 minutes โ otherwise leave them and focus on your family
Tier 3: Flash Flood Emergency โ life-threatening, confirmed
Flash Flood Emergencies are rare. The NWS issues one only when life-threatening flooding is confirmed occurring, typically with reports of homes flooding to first-floor windows, water rescues in progress, or major infrastructure damage already observed. This is not a forecast โ it's a report of a disaster in progress.
An Emergency requires the NWS forecaster on duty to have credible ground-truth reports: police, emergency management, water rescue calls, river gauges above record stage. When you see one issued for your county, the situation is already dire.
What you should do during an Emergency:
- Do not drive. Do not attempt to move. If you're in a car when the alert issues, pull over to the highest available ground and stay in the vehicle unless water is entering it.
- Get to the highest floor of the sturdiest available building
- Take your phone, ID, and any medication with you
- If water enters the building, move to a second floor or attic. Bring an axe or hammer if you have one and are moving to an attic without exterior access โ do not become trapped in an attic that fills with water
- Call 911 only if you're in immediate danger. Emergency lines get overwhelmed during these events. Text if calls don't connect.
Tier 4: PDS Flash Flood Emergency โ the top of the scale
A Particularly Dangerous Situation is the NWS's most severe operational designation. It gets applied to tornado emergencies and, more rarely, to Flash Flood Emergencies. It requires the forecaster to have overwhelming evidence that the current event is going to be historic โ record river crests, catastrophic damage, or mass casualties likely if immediate action isn't taken.
PDS Flash Flood Emergencies typically happen only a handful of times per year nationally. When they do happen, they are usually events people talk about for decades โ Hurricane Helene 2024, the 2016 West Virginia floods, the 2021 Tennessee floods, and West Virginia's July 22, 2026 event that broke the 1985 Sand Run stream record with 10.63 feet.
The response is the same as a regular Flash Flood Emergency, only more urgent: get to the highest floor of the sturdiest structure available, do not attempt any travel, do not attempt to move vehicles or belongings, and shelter in place until floodwaters recede.
The WPC Excessive Rainfall Outlook โ your 3-day heads-up
Before any watch or warning gets issued, the Weather Prediction Center publishes a daily Excessive Rainfall Outlook covering the next three days. This is the tool to check on Sunday to know what your week looks like.
The scoring corresponds to statistical probability of exceeding flash flood guidance thresholds:
- Marginal Risk (Level 1) โ 5% of grid area exceeds flash flood guidance. Routine summer thunderstorm days.
- Slight Risk (Level 2) โ 15%. Elevated but not headline-grabbing.
- Moderate Risk (Level 3) โ 40%. Serious. Expect multiple flash flood warnings during the day. Deploy barriers.
- High Risk (Level 4) โ 70%. Rare. Historic rainfall event likely. Assume watches will escalate to warnings and possibly emergencies. Stage everything now.
Because Level 4 High Risks are so rare โ fewer than 4% of days annually โ but produce such a disproportionate share of damage and deaths, they should be treated as a mandatory-preparation call even if the immediate forecast for your specific ZIP code looks manageable. High Risks are almost always associated with dangerous flooding somewhere in the outlook zone, even if it's not directly overhead.
Related NWS terms you'll see
Flood Advisory โ the mildest of the flood-family alerts. Issued when flooding is possible but not expected to reach the level of a warning. Nuisance flooding, road ponding, minor stream rises. Elevated awareness only.
River Flood Warning โ issued for slow-onset river flooding (as opposed to flash flooding) when a river is forecast to exceed flood stage. These typically give days of lead time and are common with snowmelt and prolonged rainfall events.
Areal Flood Warning โ non-flash flooding across a broad area, typically from prolonged rainfall on saturated ground. Slower onset than flash flooding but can still be dangerous.
Coastal Flood Warning โ coastal saltwater flooding from storm surge, king tide, or persistent onshore winds. Common with tropical systems and Nor'easters.
Level 3 vs Level 4 โ refers to the WPC Excessive Rainfall Outlook, not the NWS warning. Both matter, but the WPC outlook is a forecast tool while the NWS warning is a real-time response tool.
The bottom line: match your response to the tier
The single most common mistake homeowners make is treating a Warning like a Watch โ waiting until they see water at the door before staging barriers. By that point, most preparation options are already gone. The tier system exists so that the right response happens at the right time:
- Watch = prep. Stage barriers, move vehicles, charge devices.
- Warning = deploy. Barriers down, family upstairs, no travel.
- Emergency = survive. Highest floor, sturdiest building, shelter in place.
- PDS Emergency = as above, but treat every minute as critical.
