Thirteen Days From Peak, the Atlantic Has Zero Hurricanes. Here's What El Niño Is Actually Doing.

Tropical Storm Dolly fell apart this morning. The National Hurricane Center issued its last advisory at 11:00 a.m. AST, downgrading the system to an open tropical wave near 15.0°N, 46.9°W with 40 mph winds, racing west at 25 mph. Interests in the Leeward Islands were told to monitor the remnants. Then the tropical weather outlook added the line that actually matters: tropical cyclone formation is not expected during the next seven days.

Seven days from today is September 4. The statistical peak of the Atlantic hurricane season is September 10. The basin is projected to sit empty until it is nearly on top of the busiest date on the calendar.

The scoreboard: four storms, no hurricanes

Here is the entire 2026 Atlantic season to date:

Four named storms. Zero hurricanes. Zero major hurricanes. Not one of the four ever reached the 74 mph threshold that separates a tropical storm from a hurricane. Bertha, at 60 mph, came closest, and that was five weeks ago.

How far behind schedule is that?

Further than it sounds. The National Hurricane Center's climatology puts the 1991–2020 average dates for season milestones like this:

  • First named storm: June 20. Arthur beat it by three days — the only milestone this season has hit on time.
  • First hurricane: August 11. It is now August 28, and there have been none. The season is seventeen days overdue for its first hurricane.
  • First major hurricane: September 1. Four days away, with nothing in the basin and nothing forecast to form.
  • Fourth named storm: August 15. Dolly arrived August 27, twelve days late.

For scale, an average Atlantic season produces 14 named storms, 7 hurricanes and 3 major hurricanes.

NOAA already saw this coming

This is not a surprise to forecasters. In its August 6 update, NOAA cut the season forecast to 7 to 13 named storms, 2 to 6 hurricanes, and 0 to 2 major hurricanes, and put the odds of a below-normal season at 75 percent, with less than a 5 percent chance of an above-normal one (Climate Prediction Center). Note the bottom of that major hurricane range: zero. NOAA formally allowed for a season in which no major hurricane forms at all.

Why El Niño does this

The mechanism is well established and it is not about ocean heat. The Atlantic is plenty warm. El Niño works on hurricanes from above, by changing the winds.

During El Niño, altered circulation across the tropics drives up vertical wind shear over the Atlantic basin — the difference in wind speed and direction between the lower and upper atmosphere. A developing tropical system needs a stacked, vertically aligned column to organize and intensify. Strong shear tilts and decapitates that column, venting the heat it needs and pulling storms apart before they can consolidate. NOAA's Atlantic Oceanographic and Meteorological Laboratory describes the result plainly: increased vertical wind shear suppresses the formation and organization of major hurricanes across the Atlantic. It is why El Niño years reliably run quiet in the Atlantic while the central and eastern Pacific run busy.

And this is not a marginal El Niño. NOAA has a very strong event at greater than 90 percent likelihood for this fall and winter, with the Niño-3.4 index running about 1.8°C above normal. We covered how far off the charts it is in the Super El Niño forecast breakdown.

The flood risk did not disappear. It moved.

Here is the part that gets lost when a quiet hurricane season makes headlines. The same El Niño that is shredding Atlantic storms in August is the one NOAA expects to redirect the storm track over the United States this winter.

The Climate Prediction Center's seasonal outlook, issued August 20, puts above-normal precipitation odds above 50 percent for coastal California and southern Arizona through the winter and above 60 percent across the Southeast in late fall, with the wettest and most widespread signal arriving in January through March 2027. So the honest read on this season is not "the flood threat is lower this year." It is that a single climate pattern is holding one hazard down in late summer while loading a different one for winter. If you are in California, Arizona or the Southeast, a quiet Atlantic August is not good news about your year. It is a reason to use the quiet.

What a quiet peak does not protect you from

Tropical suppression only touches one flood mechanism. Wind shear has nothing to say about the rest, and this "quiet" summer has already proven it:

  • Inland flash flooding. Slow-moving thunderstorm clusters and stalled fronts caused flash flood emergencies across the Northeast and Mid-Atlantic through July, none of it tropical.
  • River flooding. Indiana's White River set records in mid-August and drew a federal disaster declaration, days after a derecho pushed Ohio into a state of emergency.
  • Urban drainage failure. Two inches of rain in an hour overwhelms storm drains regardless of what the tropics are doing.

Every one of those happened in a season with zero hurricanes.

Two deadlines that have not moved

A quiet basin does not pause the paperwork. Flood insurance still has its own calendar, and it is tighter than the weather's:

  1. Sunday, August 31 is the last day to buy an NFIP policy that takes effect before the program's authority to write new contracts expires. New policies carry a 30-day waiting period, and 30 days from August 31 is September 30.
  2. September 30 is when that authority lapses unless Congress acts. Existing policies run to term, but no new policies or renewals can be issued during a lapse.

Use the quiet week

A lull two weeks before peak season is the most useful window you will get all year. Everything below is easier now than during a warning.

  1. Settle the insurance question before Sunday. After August 31 the effective date lands past the lapse.
  2. Find your water entry points. Walk the property and note where water would actually come in — thresholds, garage doors, basement windows, window wells, the low corner of the driveway.

The Atlantic will not stay empty forever — NOAA's own range still allows for as many as 13 named storms and 6 hurricanes, and mid-October is well inside the active window. But right now the basin is quiet, the peak is thirteen days out, and the winter forecast is pointing at the West Coast and the Southeast. That combination will not come around again this year.
